    Main purpose of job: The UK delivers programme work in Taiwan designed to support Taiwan as it builds its resilience in an uncertain international context. The development and oversight of this programme now needs dedicated programme management resource to be sustainable. The programme extends over a range of thematic areas, delivered in partnership with a broad range of implementing partners. This role being recruited will be managed by a newly appointed UK Programme Manager, who will have overarching responsibility for delivering this portfolio of programme work. As this role will work closely with local implementers and Taiwanese partners, Mandarin language proficiency is a requirement. The sensitive nature of the policy work means that this role is only open to nationals of the UK, US, Australia, Canada and New Zealand. Roles and responsibilities / what will the jobholder be expected to achieve? • Programme management (20%): ensure good programme management and compliance across the Taiwan programme in line with appropriate UK Fund best practice. Work with policy leads across British Office Taipei to ensure that programmes are designed and delivered in line with policy. • Programme set-up (20%): including supporting development and scrutiny of proposals and bids (where relevant), leveraging Commercial advisory support, identifying potential implementers and leading work to develop grants/contracts. • Financial management (10%): Ensuring compliance of projects with respective finance requirements including value for money. • Governance (10%): Support UK programme manager to deliver good governance, including by acting as Secretary for Board meetings and working groups. • Work alongside the projects’ delivery partners (10%): To identify and monitor portfolio risks and issues, develop mitigating actions and escalate as appropriate to the SRO (DHM). • Represent at events (5%): Attend and become involved in workshops between hosts and implementers. • Establish and operate project controls with supplier on behalf of the team (5%): Reporting on project progress and status. • Work with Conflict and Gender Advisers (5%): To ensure all projects are conflict and gender sensitive. • Supporting the Programme Officer (5%): To ensure M&E best practice is implemented across projects. • Working to Deputy Head of Mission (SRO for Programmes) (10%): Act as Secretary to British Office Taipei International Programme Board, with oversight of broader BOT project work on climate, energy, market access, tech etc, liaising with policy leads to advise and ensure compliance with project delivery best practice and PROF guidance, centrally defined timelines and alignment to post business plan. Resources managed (staff and expenditure): Aside from broader management of in programme funds, this role will manage the team’s travel and business hospitality budget. Essential qualifications, skills and experience: • Experience in programme management including delivering projects and financial management; • Ability to take a strategic perspective across a portfolio of policy-driven programme work; • Ability to work across teams, building strong and productive relationships with policy leads; • Ability to build strong external networks using local language skills Nationality requirements: • Nationality from one of the 5Eye counties (UK, US, Australia, New Zealand or Canada). • Applicant must have had a recent period of residence in the UK, US, Australia, New Zealand or Canada (minimum of a single 12-month period in the last 5 years).     Main purpose of job: This role is at the heart of the British Office’s trade and investment section, supporting bilateral commercial relations between the UK and Taiwan. This person will be the heart of the department, supporting the directors, leading on corporate matters and lending a hand across our most high-profile projects. The trade and investment section is part of the UK’s Department for Business and Trade (DBT). The team supports both Taiwanese and British companies across a range of high-profile industry sectors and contributes directly to both economies. This role supports DBT Taipei to carry out key business functions. The role will directly support both the (i) Director of Trade and Investment Taipei and (ii) Deputy Director of Trade and Investment Taipei deliver their objectives. We are looking for an ambitious, go-getter who enjoys working in an international team environment and that will thrive in our busy and fast-paced office. The ideal candidate will be someone who is comfortable working with senior staff, collaborating with others and has a very strong attention to detail. The role will be varied, from leading on major events to working on the budgets. It will utilise a variety of skills and allow you to carve out some areas of specialty. The Department for Business and Trade (DBT) operates in 108 countries. His Majesty’s Trade Commissioner (HMTC), based in Singapore, is responsible for Trade and Investment work in the APAC region. With over 280 staff over 14 markets, DBT APAC is a fast-paced, and exciting place to work. Roles and responsibilities / what will the jobholder be expected to achieve? Performance & Delivery Support (80%) • Forecast and monitor spend against allocated budget allocation and update records accordingly; • Capture evidence of ROI against marketing spend; • Collate information on performance reporting, including CRM interactions, meeting readouts, pipeline development, market access successes and export wins; • Collate inputs from teams as needed for reporting and updates for DBT APAC board and British Office Taipei; • Highlight regional opportunities for staff e.g. secondments and opportunities for learning and development; • Monitor number of planned external meetings per sector and subsequent readouts; • Organise quarterly meetings with Country Director and sector leads to review pipelines and progress against targets. Core operational and business functions (10%) • Provide personal assistant support to both Director of Trade and Investment Taipei and (ii) Deputy Director of Trade and Investment Taipei, including diary management and logistical support. The latter will be your line manager. • Organise staff meetings, including away days and social events; • Set and implement approach to key documents across DBT e.g. what core DBT briefing documents are needed, how frequently they are updated etc; • Support DBT Director and DBT Deputy Director in the implementation of the Taiwan Business Plan, driving good behaviours (i.e. the data transition) and supporting analysis of the People Survey results in DBT Taiwan. Visits Lead (10%) • Act as the central organiser across DBT Taipei for key visits to Taipei by coordinating inputs, organising the logistics and leading on the execution. • Act as the central organiser across the British Office Taiwan for key events, such as the annual Southern Reception.
