【Qualifications｜任職資格】

【Job Responsibilities｜工作職責】
1. Develop and implement safety policies / 制定並執行安全政策
•Develop comprehensive health and safety policies tailored to semiconductor construction and cleanroom environments. 制定適用於半導體廠建設與無塵室環境的完整安全衛生政策
•Ensure compliance with OSHA, EPA, NFPA, state/local regulations, and industry best practices. 確保符合 OSHA、EPA、NFPA 及州／地方法規與產業最佳實務。
•Maintain site specific safety manuals, emergency response plans, and risk assessments. 維護工地安全手冊、緊急應變計畫與風險評估文件
2. Adapt EHS standards to cleanroom and fab construction / 調整 EHS 標準以符合無塵室與晶圓廠施工需求
•Translate general EHS guidelines into cleanroom specific procedures (gowning, contamination control, chemical exposure). 將一般 EHS 指南轉換為無塵室專屬程序（穿戴規範、污染控制、化學品暴露管理）
•Coordinate with fab operations teams to ensure construction activities do not compromise cleanroom integrity. 與無塵室運作團隊協調，確保施工不影響無塵室品質
3. Conduct safety audits and inspections / 執行安全稽核與現場巡檢
•Perform routine inspections to verify compliance with safety policies and PPE requirements. 進行例行巡檢，確保遵守安全政策與個人防護具規範
•Identify hazards, recommend corrective actions, and track closure. 辨識危害、提出改善措施並追蹤執行狀況
•Prepare detailed audit reports for management and client review. 撰寫稽核報告供管理階層與客戶審閱
4. Deliver safety training / 提供安全訓練
•Conduct safety orientation, toolbox talks, and specialized training (LOTO, fall protection, hot work). 執行新進人員安全訓練、每日工具箱會議及專業訓練（上鎖掛牌、防墜、動火作業）
•Maintain training records and ensure competency compliance. 維護訓練紀錄並確保人員符合能力要求
5. Lead incident response and investigations / 負責事故應變與調查
•Respond to incidents, near misses, and unsafe conditions. 回應事故、未遂事件與不安全狀況
•Conduct root cause analysis (5-Why, Fishbone, TapRooT). 進行根本原因分析
•Prepare OSHA compliant reports and implement corrective actions. 撰寫符合 OSHA 要求的事故報告並推動改善措施
6. Manage and improve safety programs / 管理並提升安全計畫
•Evaluate program effectiveness using audit data, incident trends, and employee feedback. 透過稽核資料、事故趨勢與員工回饋評估安全計畫成效
•Develop new initiatives to strengthen safety culture. 推動新措施以提升安全文化
7. Coordinate with contractors and client representatives / 與承包商及客戶代表協作
•Review contractor safety plans, JHAs, and method statements. 審查承包商安全計畫、作業危害分析與施工方法書
•Ensure alignment with client requirements (e.g., TSMC safety standards). 確保符合客戶（如 TSMC）安全要求
•Participate in coordination meetings to address safety concerns. 參與協調會議並處理安全議題
8. Oversee permit-to-work and high risk activities / 管理作業許可制度與高風險作業**
•Manage hot work, confined space, LOTO, working at heights, and chemical handling permits. 管理動火、密閉空間、上鎖掛牌、高空作業與化學品作業許可
•Ensure documentation, monitoring, and closure of all permits. 確保所有許可文件完整、監督到位並妥善結案
9. Monitor environmental compliance / 監督環境法規遵循
•Support waste management, spill prevention, and hazardous material handling. 協助廢棄物管理、防止洩漏與危害物質處理
•Ensure compliance with EPA and local environmental regulations. 確保符合 EPA 與地方環保法規
10. Maintain safety documentation and reporting / 維護安全文件與報表
•Maintain inspection logs, training files, and regulatory documents. 維護巡檢紀錄、訓練資料與法規文件
•Prepare weekly/monthly safety performance reports. 編制每週／每月安全績效報告
11. Support emergency preparedness / 支援緊急應變準備
•Develop emergency response procedures and conduct drills. 制定緊急應變程序並執行演練
•Coordinate with local emergency services when required. 必要時與當地緊急應變單位協作
