Main purpose of job:
The UK delivers programme work in Taiwan, including to support its resilience in an uncertain international context.
We are looking for an additional programme manager to support the development and oversight of this programme.
The programme extends over a range of thematic areas, delivered in partnership with a broad range of implementing partners, and has the potential to grow further.
This position will be managed by the Head of Programmes, who has the overarching responsibility for delivering this portfolio of programme work.
The sensitive nature of some of this work means that this role is only open to nationals from FVEYS or Western European countries.
Roles and responsibilities / what will the jobholder be expected to achieve?
Project management (50%)
Lead on the day-to-day management of assigned projects to maximise impact, minimise risk and maintain compliance with the FCDO Programme Operating Framework. This will include working with policy leads across British Office Taipei to ensure that projects are designed, mobilised and delivered in line with strategic objectives.
Financial management (10%)
Lead on the management of project finances to track and scrutinize spend, make payments and ensure value for money.
Governance (10%)
Support the Head of Programmes to manage programme governance, including programme boards and central reporting.
Conflict sensitivity (10%)
Work with Conflict Advisers to embed conflict sensitivity across the programme and develop best practice.
Monitoring and evaluation (10%)
Support the Head of Programmes to design and embed monitoring and evaluation best practice, and demonstrate project and programme level impact.
Compliance (10%)
Support the delivery of broader British Office Taipei small projects by understanding HMG compliance requirements and helping project leads to meet these through-out the delivery cycle.
Additional information:
This is a fixed term role of 2 years with possibility of extension.
Nationality requirements:
• Due to the role responsibilities and requirements, the successful applicant must be capable of achieving SC level clearance.
• Please note that eligibility for SC clearance is restricted to nationals of FVEYS or Western European countries (NB: cannot be a dual national holding a Taiwanese passport). As part of the vetting process, candidates are required to have lived in a FVEYS or Western European country for a minimum of 12 to 24 months during the past five years, to allow the relevant police, criminal record and financial checks to be undertaken.
• Applicants must possess the appropriate passport as part of the pre-employment requirements.
